Ukraine Approves State Livestock Development Program Through 2033

On January 21, the Cabinet of Ministers of Ukraine approved the State Target Economic Program for Livestock Development through 2033. The program is aimed at restoring the sector’s production potential, stabilizing and increasing livestock numbers, creating long-term conditions for sustainable development, and reducing import dependence, ProAgro Group reports.

According to the Ministry of Economy of Ukraine, the program was necessitated by a prolonged decline in livestock production and a reduction in the populations of key farm animals, as well as significant losses caused by Russia’s full-scale invasion. A number of enterprises were destroyed or suspended operations, while access to resources and sales markets has been severely disrupted.

The program предусматриes a comprehensive set of measures, including the development of breeding systems, strengthening biosecurity and veterinary-sanitary control, and stimulating the production and export of animal-origin products.

“Livestock farming is not only about food security—it is also the backbone of rural employment and agri-processing development. The new state program establishes a long-term framework for rebuilding the sector after the losses caused by the war and for its gradual transition to a European development model. Our task is to create predictable conditions under which investing in livestock production in Ukraine will be economically viable and safe,” said Taras Vysotsky, Deputy Minister of Economy.

The program will be financed from the state budget allocated for the relevant years as well as from other sources, and is intended to lay the groundwork for systematic modernization of Ukraine’s livestock sector in both the medium and long term.

As previously reported, Ukraine’s 2026 State Budget earmarks UAH 2.6 billion to support farmers, including subsidies for keeping cattle, goats, and sheep.
