Ukraine is currently developing bioethanol production facilities within industrial parks with a total capacity to process about 1 million tons of corn. For their full capacity utilization, approximately 3 million tons of raw materials will be needed annually, reports ProAgro Group.
To operate at full capacity, these facilities will require approximately 3 million tons of corn annually, according to Taras Mykolaienko, Director of the Ukrainian Bioethanol Producers Association.
In Ukraine, within industrial parks, facilities are already being established to process about 1 million tons of corn into bioethanol. For their full capacity utilization, approximately 3 million tons of raw materials will be needed annually, reports ProAgro Group.
He noted that bioethanol production is planned in nearly every second newly established industrial park. Under an optimistic scenario, all the required corn would be processed domestically.
Mykolaienko also pointed out that Europe consumes around 6 million tons of bioethanol per year, giving Ukrainian producers clear export potential. At present, the EU quota for Ukrainian bioethanol stands at 125,000 tons, and the industry aims to increase it to 300,000 tons in 2026.
At the same time, Ukraine is preparing for growth in domestic bioethanol consumption. A draft law предусматриває the mandatory blending of more than 7% bioethanol into fuel starting in 2026, with a target level of 10%. The requirement will also apply to imported fuel.
In addition, the industry plans to introduce mechanisms to protect the domestic market in 2026, including the development and implementation of a national environmental certification system, similar to those used in the European Union.
As reported, as of December 12, 2025, Ukrainian farmers harvested 25.37 million tons of corn from an area of 3,655 thousand hectares (83% of the forecast) with an average yield of 69.4 centners per hectare.
