Flour Exports Hit Lowest Level in Nearly 20 Years

In 2025, flour exports from Ukraine fell to 66.8 thousand tonnes, the lowest level since 2006, when overseas shipments totaled only about 10.5 thousand tonnes. This was reported by the Union of Flour Millers of Ukraine, which pointed to a sharp contraction of foreign sales markets for the sector, ProAgro Group reports.

The association noted that the war has significantly limited processors’ ability to operate on international markets. Previously, exports enabled producers to increase output and reduce production costs, but logistical challenges have effectively cut companies off from most traditional export destinations.

At present, Moldova remains one of the few stable markets, along with countries of the European Union, which together account for more than half of total flour exports. However, shipments are mainly carried out by rail and road transport, which significantly limits trade volumes.

Flour millers emphasize that without the full restoration of Ukrainian seaports, competing on the global market with other exporters is virtually impossible, leaving prospects for a rapid recovery in exports highly uncertain.

As reported earlier, in 2025 Ukraine received a separate annual quota for flour exports to the European Union amounting to 30 thousand tonnes, separating flour from the previous combined quota with wheat.
