Government Extends Deadline for Applications for Soybean and Rapeseed Export Duty Exemption

The Cabinet of Ministers of Ukraine has extended the deadline for submitting applications to receive an exemption from export duties on soybeans and rapeseed for certain categories of agricultural producers until February 1, 2026, ProAgro Group reports. The relevant resolution was adopted on January 12.

According to the Ministry of Economy of Ukraine, the decision was made to provide farmers with additional time to submit applications declaring their intention to export soybeans and rapeseed, as well as to enter data on planted areas and crop yields into the State Agrarian Register. These data serve as the basis for granting the export duty exemption.

The extension was necessary because the Procedure for Monitoring the Compliance of Export Volumes with the State Agrarian Register data entered into force only on December 10, 2025. As a result, some producers were unable to submit the required documents by the previous deadline of January 1, 2026.

The new Procedure предусматриває monthly monitoring of whether the actual exported volumes of soybeans and rapeseed correspond to the data recorded in the Register. If discrepancies are identified, the Chamber of Commerce and Industry of Ukraine will revoke the expert conclusion that entitles exporters to the duty exemption.

This mechanism is designed to ensure that the export duty exemption is granted only to exporters who have grown the products themselves.

“The state supports soybean and rapeseed producers and creates fair and transparent operating conditions for them. Our goal is to ensure that these benefits are used by those who actually cultivate the crops, not intermediaries. This helps preserve farmers’ incomes while directing duty revenues to support programs for the agricultural sector, particularly in frontline regions,” said Deputy Minister Taras Vysotskyi.

Previously, it was reported that the government had introduced a transparent monitoring mechanism for soybean and rapeseed exports to protect domestic producers.
