In 2025, the State Customs Service of Ukraine issued approximately 1.5 million EUR.1 certificates, enabling duty-free export of Ukrainian goods to the European Union and other partner countries, ProAgro Group reports.
According to the Customs Service, a significant portion of these certificates was issued to agriculture sector enterprises.
The EUR.1 certificate confirms the Ukrainian origin of products and grants the right to exemption from import duties when exporting to the EU, EFTA countries, the UK and Northern Ireland, Montenegro, Georgia, and Israel.
Most of the certificates in 2025 were issued for products of plant origin, including sunflower oil, white sugar, poultry meat, and natural honey, which traditionally form the core of Ukraine’s agricultural exports.
«The issuance of EUR.1 certificates remains one of the key tools for supporting Ukrainian exports, primarily agro-food products, which enjoy steady demand on European markets,» the State Customs Service stated.
The largest number of certificates was issued for exports to Poland (24%), Germany (18%), Romania (8%), Italy (5%), and Czechia (5%), demonstrating the EU’s leading role in the distribution of Ukrainian agricultural products.
The Customs Service emphasized that simplified access to EU markets allows Ukrainian agricultural producers to increase competitiveness, maintain foreign currency inflows, and preserve export potential during the war.
Earlier, it was reported that the Ukrainian government introduced a transparent monitoring mechanism for soy and rapeseed exports to protect producers.
