State Support Programs Reach Tens of Thousands of Farmers in Ukraine in 2025

In 2025, the Ukrainian government maintained a comprehensive approach to supporting the agricultural sector, focusing financial resources on restoring production, strengthening farm resilience, and developing strategic areas such as livestock farming, irrigation, fisheries, and niche crops, according to ProAgro Group.

The Ministry of Economy reported that state support programs covered tens of thousands of agricultural producers across most regions of the country, becoming an important driver of economic recovery in rural areas.

According to Deputy Minister of Economy, Environment and Agriculture Taras Vysotskyi, government support in 2025 was aimed not only at compensating costs but also at creating long-term benefits for the sector through farm modernization, livestock development, irrigation recovery, and production diversification.

Livestock farming remained one of the key priorities. The state reimbursed up to 25% of the cost of newly built and reconstructed farms, milking parlors, and processing facilities. In particular, four enterprises in the Volyn, Rivne, Cherkasy, and Khmelnytskyi regions received UAH 116.3 million in compensation for facilities designed to house around 3,000 head of cattle.

Under the irrigation development program, 10 agricultural enterprises in seven regions received UAH 34 million in compensation, enabling the reconstruction and construction of irrigation systems covering about 2,500 hectares of farmland. The government also supported the recovery of fisheries in war-affected areas, providing UAH 775,100 in compensation to two enterprises in the Donetsk and Sumy regions for restocking water bodies.

For the first time in 2025, support was introduced for cotton cultivation in the Odesa, Mykolaiv, and Kherson regions, with total payments reaching UAH 50,000. Assistance to small and medium-sized farmers remained significant: more than 14,000 farms received UAH 1.1 billion in land-use subsidies, UAH 421.3 million was allocated for dairy cow maintenance, and UAH 326.3 million for breeding goats and sheep.

As reported earlier, Ukraine’s 2026 State Budget provides UAH 14.1 billion in support for the agricultural sector, UAH 4.5 billion more than in 2025.
