State-supported agricultural insurance: farmers to receive up to 60% compensation of policy cost

The Ministry of Economy, Environment and Agriculture has launched a new state support program for agricultural insurance this year, ProAgro Group reports.

According to Deputy Minister Taras Vysotskyi, speaking during the “United News” telethon, the program aims to help farmers protect themselves from growing weather risks and maintain production stability amid climate change and wartime challenges.

He noted that the frequency of extreme weather events – droughts, late spring frosts, sharp temperature fluctuations and excessive precipitation – continues to increase, leading to partial or complete crop losses. Since agricultural insurance remains costly due to high risks, the state will compensate part of the insurance premium to make the instrument more affordable.

The program предусматриє компенсацію:

  • 60% of the insurance premium for farms located in frontline areas;
  • 45% for producers in other government-controlled territories.

Coverage will primarily include weather-related risks such as winterkill, ice crust formation, replanting needs, late frosts, drought and excessive moisture.

Currently, three insurance companies that meet strict reliability and claims payment criteria are authorized to participate in the program. A proven track record of successful payouts is mandatory.

To receive compensation, a farmer must conclude a contract with an authorized insurer, pay the premium and submit supporting documents. The insurer then forwards the documents to the Ministry, which transfers the compensation directly to the farmer’s bank account.

Applications will be accepted three times a year – by April 10, August 10 and November 20. Payments are expected within one month after the application period closes.

The 2026 state budget allocates UAH 60 million for partial compensation of insurance premiums. At the end of December, the government approved amendments to the procedure for providing state support for agricultural product insurance.

To qualify, farmers must be registered in the State Agrarian Register, have no links to residents of russia, belarus or sanctioned jurisdictions, and sign a contract with an authorized insurer. Currently, the program includes INGO, Universalna and VUSO, with plans to expand the list.
