The Cabinet of Ministers of Ukraine has approved the list of goods subject to export and import licensing for 2026. Under Resolution No. 1795 dated December 31, 2025, the government established a quota of 100,000 tonnes for sugar exports to the European Union in 2026, ProAgro Group reports.
The quota allocated for the product category “Sugar” will be distributed by the Ministry of Economy of Ukraine among exporters in proportion to their actual sugar production volumes recorded from January to December 2025. These volumes must be confirmed by certified copies of official state statistical reporting forms (No. 1-P, monthly) submitted by exporters or their authorized representatives.
Exporters are required to submit information on actual production volumes for January–December 2025, along with supporting documents, to the Ministry of Economy by January 20, 2026.
Annex 4 to Resolution No. 1795 also approves a list of agricultural products whose exports to Bulgaria, Romania, Slovakia, Hungary, and Poland will be subject to licensing. The list includes wheat and wheat-rye blends (meslin), corn, rapeseed, and sunflower seed.
As previously reported, Ukraine redirected the bulk of its sugar exports from the European Union to Middle Eastern markets. During the first three months of the 2025/26 marketing year, Ukraine exported 116.1 thousand tonnes of sugar, with 95% shipped outside the EU market.
