Ukraine has taken a strategic step in developing its agricultural sector by opening the Chinese market for wheat flour exports. This became possible following the signing of a protocol on inspection, phytosanitary, and sanitary requirements between the State Service of Ukraine on Food Safety and Consumer Protection and the General Administration of Customs of China, according to ProAgro Group.
The document establishes transparent production and control rules, creating predictable conditions for Ukrainian producers.
“The signing of this Protocol is an important step in expanding access for Ukrainian products to the market of the People’s Republic of China. It opens new opportunities to increase exports of value-added products, particularly wheat flour,” said Deputy Minister of Economy Iryna Ovcharenko.
In effect, China has recognized that Ukraine’s food safety control system meets high international standards. This means not only a new export destination but also a stimulus for the development of processing and strengthening Ukraine’s position as a supplier of finished products. The head of the State Service of Ukraine on Food Safety and Consumer Protection, Serhii Tkachuk, emphasized that China’s decision is a “green light” for Ukrainian producers to enter one of the largest and most demanding markets in the world.
The protocol sets strict requirements: compliance with Chinese food safety legislation, absence of quarantine organisms, full control at all stages of production, regular monitoring, and complete traceability of each shipment. Every consignment must be accompanied by certificates confirming its safety. In addition, the document establishes mechanisms for cooperation between Ukraine and China, including information exchange, inspections, and risk reviews.
This decision opens new opportunities for Ukraine in the global market while also demonstrating trust in its agricultural products.

This decision creates new opportunities for farmers and expands Ukraine’s export presence in one of the world’s largest food markets.
