The Ministry for Development of Communities and Territories of Ukraine has announced the launch of a concession tender for the management of terminals at the Port of Chornomorsk. The tender covers the “First” and “Container” terminals, also known as the “Universal” and “Grain” marine terminals.
According to the ministry’s press service, the tender will be conducted in the format of a competitive dialogue, reports “ProAgro Group.”
The concession object includes existing movable and immovable property on the balance sheet of the State Enterprise “Chornomorsk Sea Commercial Port” within the Universal and Grain terminals, as well as movable and immovable assets and berths No. 1–6 owned by the State Enterprise “Ukrainian Sea Ports Authority” within these terminals. It also covers assets created or constructed by the concessionaire during the execution of the concession agreement, including newly built real estate and acquired movable property in accordance with the contract terms.
The conceding authority is the Ministry for Development of Communities and Territories, and the concession term will be 40 years. The deadline for submitting applications for participation in the prequalification stage is 75 days from the date of publication of the announcement.
Under the terms of the agreement, the concessionaire will be required to make investments sufficient to ensure the necessary capacity and capabilities to achieve the cargo handling volumes stipulated in the development plans. The concessionaire must also finance the reconstruction of an overpass leading to the port infrastructure in the amount of up to $4 million (including VAT) in order to obtain the right to close the internal road to third-party traffic. In addition, a number of social obligations must be fulfilled, including the retention of part of the workforce and the maintenance of wage levels for three years from the established baseline.
The ministry noted that legal entities interested in participating in the concession tender (competitive dialogue) may, if necessary, submit requests to the tender commission for additional information or clarifications regarding participation in the prequalification stage, in accordance with the procedure and requirements set out in the instructions for applicants.
