State support for a successful sowing campaign: loans, insurance, and farmer protection

The spring sowing campaign in Ukraine has started on time despite fluctuations in fuel, fertilizer, and other input prices, as well as the difficult security situation in frontline regions. The state, in turn, provides farmers with comprehensive support — from financing to land demining. This was stated by Deputy Minister of Economy Taras Vysotskyi, ProAgro Group reports.

He noted that the key instrument remains the “Affordable Loans 5-7-9” program. Under this program, farmers can receive up to UAH 90 million for sowing, harvesting, or preparation for autumn fieldwork. The program has been extended until 2027.

Taras Vysotskyi emphasized that special attention is paid to frontline regions: electronic warfare systems and other protection technologies are used there, while local authorities cooperate with the military to ensure farmers’ safety.

“On all frontline territories, local authorities and the military cooperate максимально to protect farmers. The lives of farmers and workers are the top priority. If security conditions are critical, such fields are temporarily not sown,” the Deputy Minister stressed.

He also highlighted humanitarian demining of agricultural land as an important support measure: the state fully compensates its cost. In 2025, more than 30 thousand hectares were cleared, and the program continues in 2026. Farmers apply through the State Agrarian Register, and the entire process takes about six months.

This year, agricultural insurance has also been introduced: the state budget allocates UAH 60 million to compensate insurance premiums — up to 60% for frontline communities and up to 45% for others.

Taras Vysotskyi noted that the condition of winter crops is assessed as satisfactory, moisture reserves are optimal, which creates favorable conditions for fieldwork even under challenging circumstances.

As reported earlier, key factors of the season remain weather conditions and the level of farmers’ access to resources, which will determine the final results of the 2026/27 marketing year.
