State support for farmers: programs exist, but funding may be insufficient

Hearings were held at the Parliamentary Committee on Agrarian and Land Policy on the topic of state support for the agricultural sector in 2026. The discussion covered not only support instruments, but also their real accessibility for producers, ProAgro Group reports.

Currently, a wide package of programs to support farmers has been launched in the country: compensation for crop losses, support for producers in frontline regions, insurance of winter grain crops, development of irrigation, subsidies for livestock farming, grants for orchards, greenhouses and vegetable storage facilities, etc.

However, the key issue remains financing. Part of the basic payments is provided through a separate budget program, but a significant portion depends on a special fund, which предусматриє UAH 9.2 billion. According to estimates, the actual funding may amount to only 30–40%.

“The volume of real support will be determined not by declarations, but by actual revenues,” the participants of the hearings emphasized.

They also stressed the need for transparent allocation of funds, prioritization of programs with the greatest economic effect, and support for small and medium-sized producers.

“State support in 2026 has every chance to become not just a set of programs, but a real tool for recovery and development of the agricultural sector,” said the Chairman of the Committee, Oleksandr Haidu.

As reported, the priorities of the State Budget for 2026 are defense, security, and social resilience. However, the government will also continue programs to support businesses and Ukrainian producers within the framework of the “Made in Ukraine” policy.
