Ukraine Allocates Sugar Export Quota to the EU for 2026 Among Producers

The Ministry of Economy of Ukraine has completed the allocation of the tariff quota for sugar exports to the European Union for 2026. The decision was adopted under Resolution No. 1795 of the Cabinet of Ministers of Ukraine dated December 31, 2025, which sets the lists of goods subject to export and import licensing, ProAgro Group reports.

According to the document, sugar exports to the EU will be subject to licensing, with the total quota set at 100,000 tonnes. The quota was distributed proportionally to the actual sugar production volumes of each exporter from January to December 2025, a mechanism intended to ensure fair and transparent access to the European Union market.

The largest quota shares were allocated to:

  • Radehivskyi tsukor – 32,595.7 tonnes
  • Tsukroagroprom – 22,411.4 tonnes
  • PK Zoria Podillia – 8,690.9 tonnes
  • Teofipol sugar plant – 6,240.5 tonnes
  • PK Podillia – 5,943.9 tonnes

Quotas were also distributed among other producers, including Agro-Express-Service, Starokostiantynivtsukor, Shamraivskyi tsukor, Shepetivkatsukor, Panda, Signet-center, Agrocomplex Zelena Dolyna, Kraievyd, Oleksandriiskyi sugar plant, Yuzefо-Mykolaivska APK and Pryzma-14.

The Ministry of Economy noted that this approach aligns access to the EU market with actual production capacities and is expected to support stable Ukrainian sugar exports in 2026.

As previously reported, on December 31, 2025, the Cabinet of Ministers approved Resolution No. 1795, which confirmed that the EU sugar export quota for 2026 amounts to 100,000 tonnes.
