Ukraine’s Ministry for Communities and Territories Development of Ukraine has prepared a list of key legislative initiatives in the field of road transport for 2026. The initiatives aim to modernize transport legislation, enhance transport safety, digitalize processes, and align national rules with EU standards, ProAgro Group reports.

The work includes both support for bills already registered in parliament and the drafting of new legislation in cooperation with профильні committees of the Verkhovna Rada of Ukraine. According to Deputy Minister Serhii Derkach, the proposed changes are intended to create modern, transparent, and safe operating conditions for carriers.

Key priorities for 2026 include the legislative formalization of the eCherha system to ensure transparent and predictable border crossings, the introduction of mandatory electronic consignment notes (e-CMR / e-TTN), reform of vehicle technical inspection, and updated rules for transporting perishable food products, including the ability to certify transport vehicles within Ukraine.

The ministry noted that implementing these initiatives will improve road safety, reduce the administrative burden on businesses, and further integrate Ukraine’s transport system into the European transport space.

As previously reported, the Ministry has also launched a tender for a 40-year concession of terminal facilities at the Port of Chornomorsk.
