The wheat harvest in Ukraine in 2025 is estimated at 22.7 million tons, with an observed increase in the share of milling wheat, which opens up opportunities for domestic consumption and processing. Rodion Rybchynskyi, Head of the Union of Millers of Ukraine, announced this at the Trend & Hedge Club meeting in Kyiv.

According to SGS data, the share of wheat suitable for flour production (Classes 1–3) in 2025 is almost 40% — a significant increase compared to 27% in 2024. This indicates a gradual recovery of the food quality of the harvest after the previous decline.

At the same time, the structure of the protein content has changed. The share of grain with 11.5–10.5% protein (Class 3) has grown to almost one-third of the harvest, which is double the amount compared to last year. This grain is actively used in the milling industry. However, wheat with high protein content (12.5% and higher, Classes 1–2) accounts for only 6.6% — compared to 33.5% five years ago. Thus, although the food base has expanded, the premium grain segment remains narrow.

The ratio of milling wheat to feed wheat in 2025 is 40:60, compared to 30:70 in 2024. This means that the share of grain suitable for baking use has increased, although the quality parameters remain heterogeneous.

Regionally, the South and East show the best indicators — the grain is dry, dense, with a high falling number. The Center and North have a balanced quality profile. The Western regions are the weakest: high moisture content and reduced protein (about 10.6%) worsened baking properties.

Overall, in 2025, Ukraine received a wheat harvest more suitable for food use, with an expanded milling base. However, the deficit of premium quality grain with high protein remains a challenge for the industry.
