Ukraine’s Agricultural Sector in 2026: Market Expansion and New Laws for Growth

Expanding sales markets and adapting to European operating rules will be the key challenges for Ukraine’s agricultural sector in 2026, while parliament is expected to pass several critical laws on land servitudes, irrigation, and organic production. This was stated by Stepan Cherniavskyi, according to ProAgro Group.

According to the lawmaker, 2025 was a difficult year for farmers due to wartime conditions that required maximum flexibility. Nevertheless, the sector delivered strong results: 57.6 million tonnes of grains and 17.3 million tonnes of oilseeds were harvested, while budget revenues from the agricultural sector increased by 36% over 11 months, adding UAH 25.1 billion.

“Farmers need to expand their sales geography and look beyond the EU alone. This will generate volumes and income. At the same time, the transition to European standards is essential, as it opens access to new markets,” Cherniavskyi emphasized.

He also noted that in 2025 parliament adopted five key agricultural laws, including three EU-integration acts covering animal welfare, traceability of bioresources and fisheries, as well as the establishment of a paying agency.

Several important legislative initiatives are planned for 2026, including:

  • Draft law No. 14117 on temporary land servitudes, aimed at regulating relations between state authorities and landowners whose plots are used for fortification structures;
  • Draft law No. 7577 on irrigation;
  • Draft law No. 13204 on organic production, which will define the regulatory framework for organic products in connection with the implementation of GMO legislation.

In addition, reform of the fisheries sector is ongoing and is expected to bring further changes in 2026.
