The condition of winter crops across most regions of Ukraine is assessed as satisfactory, and potential losses or the need for reseeding are expected to affect less than 10% of total sown areas, Deputy Minister of Economy, Environment and Agriculture Taras Vysotskyi said during a national TV broadcast, ProAgro Group reports.
According to him, the situation is somewhat more complicated in several regions. In Kirovohrad region, up to 40% of the areas may require reseeding or restoration. In Vinnytsia region, the Ministry estimates the share at 20–30%, while in Odesa, Dnipropetrovsk, Poltava, and Cherkasy regions it is estimated at 10–20% of production areas.
If necessary, farmers may reseed areas previously planted with winter wheat, barley, or rapeseed using crops such as corn, sunflower, soybeans, or spring barley.
Among the key challenges for the spring campaign, Vysotskyi highlighted the situation on the energy and mineral fertilizer markets.
He noted that fuel prices may fluctuate, which is critical for agriculture as the sector is one of the largest consumers of petroleum products, particularly diesel fuel.
The deputy minister also pointed out the rise in mineral fertilizer prices due to instability in energy markets. Attacks on energy infrastructure have led to reduced domestic fertilizer production, which has also contributed to higher prices ahead of the sowing campaign.
At the same time, Vysotskyi emphasized that most agricultural enterprises have already purchased seeds for the spring sowing campaign and have fuel and fertilizer reserves for several weeks or even months, allowing field work to begin without delays.
Regarding government support, he reminded that preferential loans for the sowing campaign (up to UAH 90 million) have been extended across Ukraine until March 31, 2027. For farms in frontline regions, the program will operate until December 31, 2027, with a final interest rate of 3%, which is expected to help maintain the continuous operation of the agricultural sector.
Earlier it was reported that the Ukrainian rapeseed market enters the spring season with increased uncertainty regarding winter crop conditions, and 100–300 thousand hectares may require reseeding.
